On-Street Parking Overview
On-Street Parking entails much more than you might think. There are parking meters, loading zones, yellow curbs, Fire Hydrants, Reserved for special use spaces, Residential Permit Parking Districts just to name a few things you might see on our streets. Purchase a LEXPARK SMARTCARD
The LEXPARK SMARTCARD is a prepaid card you can use to pay for parking at any on-street single space or Pay & Display meter in Lexington.
Simply insert the card into the card slot on the meter with the top facing left, and add the desired time (in 15-minute increments). A major advantage: you pay for parking without carrying or fumbling with loose change.
By reinserting your card when you return to the single space meter, the remaining amount of time left on the meter is refunded back to your SMARTCARD for later use.
Note: The Pay & Display meter do not offer the refund option.

IMPORTANT - Swiping a SMARTCARD isn’t exactly like a credit card!
Most folks are used to inserting a card in a gas pump, pulling it out and it works, but the SMARTCARD really doesn't work like most swipe cards we are used to.
- Single Space Meters -- the card needs to be inserted with the sticker facing the left (blank side to the right) and left in the slot for a few seconds. Then the value left on the card will first be flashed on the meter screen; then the amount of time in 15-minute increments will be flashed on the meter screen. The card should be removed when sufficient time is reached.
- Pay & Display Meters -- the card needs to be inserted with the sticker down (blank or chip side up) and left in until the P&D meter can read it. The bottom of the LCD screen will tell if it is reading. Once it reads, it will tell you your balance on the card, and then it will deduct the selected amount of time from the card and then print the ticket. At this point the card can be removed. The tendency is to stick the card in then pull it out -- this won't work.
Implementation of Immobilization Policy
The Lexington & Fayette County Parking Authority (LFCPA) is charged by the Council of the Lexington-Fayette Urban County Government (LFUCG) with managing the on-street parking within the Lexington, Kentucky. Well-managed parking is essential for the continued quality of life, customer satisfaction and economic development of downtown Lexington.
On-street parking is essential for short-term parking for the customers who come downtown to shop, visit a business, government agency, or enjoy a restaurant. Proper enforcement of parking regulations ensures availability of this parking. Enforcement encompasses not only the issuance of citations for parking violations, but also the collection of these penalties to encourage maximum compliance with parking regulations, and consequent availability of parking.
Unfortunately, even though they may be cited for violations, some individuals may still not obey the parking regulations. Accordingly, it is essential to implement a policy of immobilization as the ultimate penalty to encourage compliance.
Policy for Immobilizing Vehicles
Vehicles which are subject to immobilization are subject to the following criteria:
- Only a vehicle which has accumulated since July 1, 2008 three (3) or more unpaid parking citations which are at least 10 days old may be immobilized.
- Immobilization shall consist of either a wheel lock, designated in this Policy as a “boot” or by impounding the vehicle by towing.
- Any vehicle immobilized for which the immobilization device remains in place for 24 hours without full payment of outstanding fines or in the process of making payment shall be towed and held for payment by the designated towing contractor.
- Any vehicle for which the outstanding fines and penalties exceed $750 shall be immobilized and may be towed immediately after 4:30 P.M. on the same day of immobilization and held for payment by the designated towing contractor.
Overnight Parking
Sec. 18-123. All-night parking.
No person shall park a vehicle between the hours of 2:00 a.m. and 6:00 a.m., except in emergency situations, on the following paved streets of the urban county within the described boundary, when indicated by appropriate signs:
East and west direction:

Short Street from Spring to Esplanade
Barr Street from North Limestone to Martin Luther King Blvd.
Pleasant Stone Street from North Limestone to Martin Luther King Blvd.
North and south direction:

Mill Street from High Street to Second Street
Cheapside from Short Street to Main Street
Market Street from Short Street to Church Street
Upper Street from High Street to Second Street
